The question is, what's emanating from Bob Dylan's outhouse?

After reading this, I'm not really sympathetic to the neighbors. If they have enough money to live in Malibu, they have enough money to file a civil suit and force a response. Instead, they're trying to use the code department and the newspaper to harass him. That tells me their claims may be bogus.
