Yessir, evidence points to the fact that this is definitely a "dawg".

And the narrator should go to work doing voice-overs in cartoons.  He has the perfect accent for it.

Basenji's absolutely hate water and typically will not go in it. However there are a few who have been trained to venture in shallows.
