They're certainly the two genres which now dominate the Billboard Top 20 if that's what you mean.

What's even more frustrating is that there is a band called Garbage and they're good (not everybody's cup of tea, but no denying the talent) so you can't even say that the Billboard top 20 is mostly garbage anymore!

Why can't it just be like this?

I just saw Garbage's concert (on TV) when they played in Mexico City.  Very enjoyable.  I plan to watch it again.  If anyone gets Palladia on cable, you may find it there.

It was used in the 90s to describe the music and the followers of Ned's Atomic Dustbin and Pop Will Eat Itself. Beyond that I don't know.
