Can somebody explain this joke to me?

I get all the jokes here and I know about the people they depicted in this one, Margaret Thacher, Micheal Jackson, Ghadaffi the lot.

But there's one thing I never understood, why did they depict Ronald Reagan with a monkey? What am I missing here?

Think of it: Ronnie was initially slated to play in Casablanca. He had other commitments so second choice Humphrey Bogart got the call.
