For anyone who has been in the information technology field for the past 20 years or so, you will know that India was stated to be the world model for IT support over a decade ago.  We have an offshore support team where I work, but it also makes sense to do so, since a lot of what I support is in Manila and runs 24 hours/day.  My impression of the whole structure is that 20% of the crew has good working knowledge of the application, and may have some development experience.  The other 80% are head count to add to the roster, and usually have to follow documentation to the letter.  There's very little analytical skill in that portion of the team.  Still, they are better at doing what they do than a lot of the people you find working at McD's these days.
