Unless the neck's screwed, wouldn't any other problems be easy to fix, so long as you're not looking to restore it? It looks like it's had a long life and enjoyed every minute.

Can anybody work out what the cable tie is doing?

My guess is holding the stings on the nut, as if it is like mine, there is no neck tilt, the neck could be set flat like mine.

It's actually two tie wraps - one around the headstock (under the strings), and the other daisy-chained to it. The pics in the auction listing are very interesting...

At least the seller understands that the word "Unique" requires no modifiers.  I also think it's accurate.

+1 on the cable ties being to hang the bass on a wall.  That could mean it has been artwork for a long time, rather than a player. It's a risky purchase for sure, given the rust - it might require quite a bit of work to make it playable.

Y'all are missing the point.

It's "vintage".

Now all some good-hearted Fender "relic" fan needs to do is throw it down the stairs, drag it up and down the driveway and put cigarette burns up and down the neck, and it should easily appreciate an additional $2000 or more.
