Unfortunately you have to subscribe to read past the opening paragraph, but you can see the site CareMoat.  Looks like a company whose "product" is advice, probably paid for by the government, and it will be expanded to other cities.

I prefer Henry in this role.

Exactly. That's why I thought it was a sane conclusion, but Henry certainly did'nt mean it that way.
