I wouldn't call the Scorpions heavy metal (unless you include all hard rock in that term too); Accept or even Rammstein are more deserving of that tag.
We've taken too much for granted ... and all the time it had grown ...
From techno seeds we first planted ... evolved a mind of its own ...

I agree, and believe Scorpions were chosen on record sales alone. Accept was more of a Heavy Metal act and also a big inspiration for many sub genre acts like "Power Metal" etc.

The Scorps can rock out no doubt, but they are more hard than heavy, too lean in sound to qualify as a metal act. Heavy metal is like a polar bear, it needs some fat to go with the muscle.
