I prefer bass on the bottom too. Part of that is because I'm not a great guitar player, and having it up higher makes it easier to play. Why most manufacturers do it the other way, I don't know. I had a white Steinberger bass/guitar for a while and it was decent. Made in Korea. I had this fantasy of learning a bunch of old Genesis songs, and using it in songwriting sessions, but none of that really materialized, and I eventually sold it. I had also thought about making a new body and putting the bass on the bottom, but I'm really not that into the Steinberger tuning system, so I scrapped that idea. I will say the headless design makes great sense for a double neck.
