I'd guess Hofner based on the fretboard inlays.

Höfner was famous for the D-Day Stripes on the neck. It looks like this one has replacement pickups. Can't imagine that Höfner used those.

That is a 60's Hofner 185 "Artiste" bass with replacement bridge (the original tailpiece was left on) and non-original pickups.
