It might work to some extent. The problem is that a chimp's vocal chords are not made for speech, so there is no language to speak, much less to write in. But of course they have other means to communicate with each other and visuals are important in that so Skype could play a role.
I saw this here only recently on TV:
It does make you think. No one trained them to do the washing, they just watched humans do it and copied it. Don't tell me there is not a whole lot going on in those brains. And don't forget their DNA is like 97% of ours.
I'm a Darwinist, so I feel that man apes are not that remote from us. They took a different turn somewhere along the (time) line and missed out on a lot of development we enjoyed (for better or worse). But I cannot view them as "just animals" like I can with other creatures. Ah, yesss, the natives are restless tonight ...
