Check out the SX and Douglas line from Rondo Music. They have several "short scale" models, including basses. Prices are excellent, and Kurt's customer service is top notch. If you get a dud (it happens), he'll swap it out or refund your money, including shipping. You may have to do a little tweaking, but in most cases, it's something that an experienced tinkerer can deal with. I got my son a single HB Strat thingie and it was a great starter.

Second that.  I used to relic SX guitars and Basses, did at least a dozen.  Consistent quality, solid wood, light weight, good fret work.  XLNT bang for buck once you do final set up.  Kurt is a mensch.
