I just read about this this evening while reading Fine Woodwarking at Borders - it's a plastic version of Starrett's aluminum dial protractor. It's not a as useful as the Kreg tool Dave mentioned a while back but for $20 I think it will be nice addition to my toy box.
Just had the wife order it for me.

Nice tool! For years I've been using an adjustable drafting triangle that seems to have disappeared. That would be a perfect replacement.

Mine showed up this week and I'm impressed. Laser etched and well made - even though it's plastic. The nice thing is that you can get your actual physical measured angle and the tool will give you your exact angle to cut
